This project is envisioned to be a mixed-use parking facility on West Clayton Street that may be operated by the Athens Downtown Development Authority (ADDA). The project will include approximately 575 parking spaces and about 8,000 square feet of commercial space. The total cost of the project is estimated to be $12.1 million. The ADDA will issue debt backed by Athens-Clarke County in the amount of $5.1 million to finance the balance of the project not provided from SPLOST 2005 funds. The revenue form the deck will be used to pay the operating expenses of the deck and debt service for the ADDA debt issued for this project.

In accordance with guidance provided by the Mayor and Commission during the Work Session meeting on February 12, 2008, procurement documents including design criteria were developed to seek formal proposals from private developers for an integrated parking deck and mixed-use development as a Public-Private Partnership on the project site. Proposals were received on January 20, 2009. On April 7, 2009 the Mayor and Commission approved the selection of Batson-Cook Development Company as the preferred developer upon which negotiations would be initiated for the Public-Private Partnership.
On November 3, 2009 the Mayor and Commission approved the Schematic Design and the formal agreements with Batson-Cook Development Company for the project development. Construction was initiated in the fall of 2010; completion of construction and operations of the facility is scheduled no later than fall 2011.
